I think you'll find it is a notice stating the times when east-bound and west-bound boats were allowed to enter the tunnel.
The horses were taken via a separate horse path, and then onto the Butterley 'Coach Road' to meet up with the narrow boat at the other end.

The building of the A38 destroyed the wonderful double bridge, which used to have the horse path running through the lower part at the Hammersmith end.

I mentioned in my earlier posting the double bridge carrying the horse path and two railway lines over the canal tunnel at the west end of the tunnel.
The picture shows the bridge from the Hammersmith (east) side.  The lower path is the route the canal horses took to get from the tunnel mouth on to the 'Coach road' and hence to the east portal of the tunnel. The lower bridge carried the Butterley Company railway line to the Hartshay collieries, while over the top bridge was the midland railway line from Ripley to Hammersmith.

The A38 dual carriageway now cuts through this location, totally obliterating the bridges.
