Sautoir: (Soh-TWAH) A long rope style necklace popularized in the Edwardian era because Queen Alexandra often wore them. They were usually decorated with seed pearls and had a tassel as a pendant.

This word seems to cover every long necklace there is Mab, I think this is Velvet Ribbon with silver whatever on the end! a badge of Office of some sort! I think!

Some sort of insignia perhaps!

I agree. I don't think she was wearing it as a piece of jewelery. I just wish I could remember where I have seem something like this before. It's really bugging me  :P
