Good man Noel, you've found the answer to my question.

Not only does the birth cert have the wrong address, it also has the d.o.b out by one day.

He was born in a clinic at 2 Buckingham Street and the informant was an employee there, possibly a mid-wife. Her name was Catherine Ryland or Hyland.

I think that's everything I need to know on this question. Thanks to all who helped.

I came across a map from 1829 at:

This shows Baily's Row continued on a south east course to join up with Belle Street (later I think it was called Empress Parade). There were 2 streets linking Baily's Row to the North Circular road, one of them is Stratford St., the other appears to be Washington St.

Easy to see now why Stratford disappeared.
