I've checked the various transcripts of local PRs that are held in North Devon RO. I couldn't find any Webber baptisms around the right date - nor were there any in Pilton (essentially a suburb of Barnstaple). In Bishops Tawton however I found the following:
Aug 21 1814 John son of William & Mary Webber (labourer)
Mar 4 1818 Ann d of William & Mary (farmer)
Apr 28 1819 MARY d of William & Mary (farmer)
May 18 1820 James s of William & Mary
Nov 29 1820 Elizabeth d of William & Mary
Jul 1823 Samuel s of William & Mary (coachman)
Jun 11 1828 Mary d William & Mary
As you can see, William's occupation varies. I checked the burial register & couldn't find a Mary between 1819 & 1828, so possibly the eldest could be Maria. There wasn't a suitable marriage in the parish either. Bishops Tawton is very close to Barnstaple - parts of the Parish would lie closer to Barnstaple town centre than to the village itself.
