1941 Cenus Belfast

Is there anyway through the F.O.I. act that you can access this cenus(if there was one during war). I have a mystery in that in 27 Abetta Parade the St Dir. of 1940 & 48 show a Miss McCluskey @ this address but between 1941-43 shows a Mrs Dorothy Gibson.I know the McCluskey is my fathers aunt on his mothers side but can not indentify a Dorothy Gibson on his fathers side.
Any thoughts please
