A look at the 1881 census reveals:

Joseph Fowles 45 – Ry Porter – Flint, Wales
Emilia Fowles 43 – Nurse Sub Med - Birmingham
Mary Fowles 16 – Domestic Servant - Shrewsbury
Louisa Fowles 14 – Domestic Servant – Shrewsbury

Living at Chester St
Census Place: Shrewsbury St Mary, Shropshire
Ref: RG11/2649/45 Pg 27

Perhaps this is him or may be just a coincidence?

By the way, I note that on the IGI there is a marriage recorded for 3 Dec 1821 at Saint Chard, Shrewsbury between a Mary Fardoe and Joseph Fowells.  Another coincidence?

My Family tree contains a Mary Fardoe born 1804 in Kinnerley in Shropshire but I have no marriage of death record for her.
