If she was married before, it should read Limones, and Widow entered in the Condition section.

Just had a search for the census details you found her on in1891..that looks more like Simones to me.

It might be idea now to take the over to the Cornwall Forum because Elizabeth and Thomas were born there.

Give them the census Reg for 1901 and 1891 to save them searching for them, as her age and place of birth in Cornwall alters between those census years.

I haven't found any marriages for her under Hughes and Limones, and the only census for 1881 that matches both an Elizabeth Simmons and Thomas J Simmons is:
RG113598 F17 P28 ...but I am not sure these are your people.
