Victory 11(2) was a shore training establishment at Crystal Palace maybe able to find something under HMS Crystal Palace?
The war gratuity was a one off payment for RN war service on demob.

 I've downloaded Francis' service record and it shows that he served on Victory II 1917-1918 and Satellite Sardi??? 1918 - 1919. 
Any idea where I can find more details about these ships?

My late father served on Victory at about the same time as your chap. I believe that it was in DryDock at Portsmouth until the 1920's.
