Absentee Voters List Birmingham - G.E. WIGLEY

Does anyone have access to the ABSENTEE VOTERS LIST for c 1918 at which time  GEORGE EDWARD WIGLEY was in WW1 oversees I think. He lived at that time in HANDSWORTH, Birmingham.
Any help greatly appreciated as I am trying to sort out which WW1 Medal Index Card refers to him.

Any idea what CDE stands for in military terms. Is it to do with chemical warfare?
