Medal Index Card

I have a copy of my grandfather's WW1 Medal Index Card and was intrigued to see the following written on it: C/R Iss'd Dec 1938. Can anyone tell me what this means?

Hello George,

Without seeing the medal index card, I can only guess that it is a belated issue of the Clasp and Roses, for those who served under fire from the enemy in France and Belgium, between 5th Aug and 22 Nov 1914.

Thanks Phil, I believe you are right as my grandad had been awarded the 1914 Star. There is other writing on the card like "Rest" and I am wondering if that means "restored". My grandad received 84 days' detention for desertion in 1916. However, he returned to active service after serving his detention and remained in the army until 1919. So, would he have had his medals taken from him at the time of his detention and restored at a later date?
