From the directories it looks like a Thomas is at Percy street although not on the census:

The Coxon bit could be the mother's maiden name although I couldn't find a marriage or birth for a Jane Alice Coxon. I did however find a possibility:

Is there any chance we could clear this up with the census again?
Seems strange that the kids all have differing middle names - Woodhouse, Cook and Coxon if her maiden name is Clennel. This seems to break with the pattern I can see in all lines of this branch with the mother's maiden name coming in consistently.
