places not recorded on census

Are there any places where the 1891 census was notrecorded - hospitals, prisons etc? I'm trying to find Edward Embrey (b.1854, Montgomeryshire). He's on both 1881 and 1901 censuses but not 1891.  Is there a way to check online if he was serving in forces overseas? Seems unlikely,though, as his profession was corn miller - not very military.

There is an Edward Embrey of approximately the right age in the 1891 Census as follows:-

Abermule Mill, LLandyssil, Montgomeryshire

Edward Embrey; head; married; aged 33; miller & farmer; born Berriew, Montgomeryshire
Alice Embrey; wife; married; aged 36; born Walsall, Stafford
Edward Embrey; son; aged 5; born Llandyssil, Montgomeryshire
Alice F Embrey; daur; aged 3; born Llandyssil, Montgomeryshire
Jane Hughes; servant; single; aged 15; Gen Serv (Domestic); born Llandyssil, Montgomeryshire
Edward Humphreys; servant; single; aged 31; Miller's Waggoner; born Llandyssil, Montgomeryshire

Ballard in UK all locations and dates.
Other lines of interest - Wills, Bishop, Samuels, Dunnell, Easey, Wes(t)comb(e), Richarson, Jarvis, Mathews, Stoneham, Jarvis, Ingram, Edwards, Catt, Moore, Lintott, Tee, Lee, Phillips, Davies, Drew, and a few more!

This is not my Edward, unfortunately.  His wife was Ellen, and was living at Fitz Mill, Shropshire in 1891 with children but no husband. He was there in 1901, though.  Just 1891 is a mystery.

Answer to original query is that everyone in England & Wales no matter where they were located was supposed to be included. Hospitals, prisons, barracks, vessels, all were included. This doesn't mean that people weren't missed though. It might be that Edward was out delivering flour to a location that entailed a trip of a couple of days. If he slept in his waggon en route then the enumerator may well have missed him.

Also, some enumerators only used initials for those who were in some institutions.  This can be really frustrating, because you lose track of them completely.  It would be unlikely that he had joined up at that time if his normal profession was a miller.  Another alternative is poor transcription - we could all cite umpteen examples of that.
