"Consular returns" on scotlandspeople

on scotlandspeople my relation malcolm ian Glass was born in the 1930's and it gives the place of register as consular returns, what does this mean?
his father was duncan robertson glass who was part of lowe bingham and matthews in shanghai china.
he married in 1931 under foreign returns to lily victoria jenssen
john in ireland

Hi John

Whenever a British subject is born, is married, or dies abroad then it must be registered with the British embassy. The Embassy then sends the information back to the relevant authority i the UK in this case Scotland.

Hi Gary, is this not a little optimistic; I suspect that registry is optional, though often advisable to avoid losing rights.

Living abroad, I registered my bairns´births so they would be eligible for British passports, but have never registered my marriage. We´ll see what happens when I go the way of all flesh, but somehow I doubt the embassy will be involved.

Things would be much easier for us all on the other hand if we could depend on our forbears´registration!
