Thomas PALMER-born Foulden,Norfolk,circa 1833
Elizabeth-wife=born Upwell,circa 1837
John Brecknock-son born Wisbech area-1865

I have located the following in the 1871 Census which I think may be who you were seeking:-

Resident at Fleet Bank, Holbeach, Lincolnshire.

Thomas PALMER, Head, aged 39, Shepherd, born in Howden, Norfolk (I can't find this place in the GenUKi database!!)
Elizabeth PALMER, Wife, aged 34, born in Upwell, Norfolk
John Thomas PALMER, Son, aged 13, Agricultural Labourer, born in Upwell, Norfolk
Hannah Ann PALMER, Daughter, aged 6, born in Upwell, Norfolk
Sarah Jane PALMER, Daughter, aged 3, born in Upwell, Norfolk

No sign of John Brecknock PALMER though.
