I did suppose that you meant Swaffham and not Staffam. I find no such family on the 1871 census. Do you have the birth certificate for Arthur, 1866?
Southern or Southan [Hereford , Monmouthshire & Glos], Jenkins, Meredith and Morgan [Monmouthshire and Glos.], Murrill, Damary, Damry, Ray, Lawrence [all Middx. & London], Nethway from Kenn or Yatton. Also Riley and Lyons in South Africa and Riley from St. Helena.

1871 Census  North Pickenham, (Reg District Swaffham)
RG10/1870  fol 34  pg 3

John Brook       H         68      North Pickenham, Norfolk
Martha   "         wife      48       Hilborough, Norfolk
Racheal "        daur     19      North Pickenham, Norfolk
William   "          S        17                   "
George   "          "        14                  "
Alfred     "          "         11                 "
Arthur               "           9                  "

Arthur is trancribed as being 9 it clearly says 7 on the census page
North Pickenham is 3.6 miles from Swaffham
I have looked at the census and although it is trancribed as Brook I am pretty sure it is Brock, perhaps someone else can have a look and confirm

1891 Census Hampstead
RG12/113    fol 121  pg 21
63 Abbey Road, "The Belgrave"

Arthur Brooks     Boarder    26    Norfolk

I think this is Arthur transcribed wrongly again! I think you have him on the 1901 census going by "Staffam"
