marriage licence phrases, need help with understanding

I received today a marriage licence dated 5 October 1771 between Peter Averillo and Elizabeth Buxton which apart from 3 words that I haven't deciphered yet is wonderfully easy reading.  However there are a couple of phrases I need help in understanding if anyone knows anything about legal jargon.  My stock of bookmarked websites are not coming up with anything.

Firstly
....and intendeth to intermarry with Elizabeth Buxton....  Intermarrying I thought was between relations, is there another meaning for it?

....and he prayed?? a licence for them to be married.... at least I think it says prayed but I've never come across that term before, does anyone know what it means.

Lastly it signed, I think although some of the first words have not been photocopied by someone who is a Surrogate??  Anyone know what a surrogate was?

This is a pure guess ... but would a surrogate be someone who could read and write, and had discussed the agreement with the person, and was signing on their behalf ? 

Like, for e.g. a solicitor might do ??

That was a suggestion of my OH but the only problem is Peter Averillo was a barrister so I presume he could read and write, he certainly presided in the Old Bailey and he signed his name on the document.

I think the use of prayer in this sense may be a plea  -  as in the old usage Prithee - I pray thee - or please ?

I just couldn't get out of my mind the picture of him down on his knees praying a licence into being. 

I've not come across that term before.

"Intermarry with" at that date simply meant "get married to".

"Prayed for" was just a way of saying he was asking for something of a legal nature (in this case, the licence).  It's still used in certain litigation contexts.

The surrogate may have been an agent, as has been suggested - not because the person was illiterate or otherwise incompetent, but just that he paid somebody else to prepare and lodge his papers for him (as a solicitor would today).

Is a Surrogate the same as a Proxy perhaps? Standing in for somebody who was absent?

I'm helping out someone on the Europe board,
and I have just received a copy of a naturalisation certificate from 1911, with the phrase:

Whereas name
an Alien, residing at address
has presented to me, the Right Honourable   Winston Leonard Spencer Churchill
one of His Majesty's Principal Secretaries of State. a Memorial, praying for a Certificate of Naturalisation, and alleging that he is a Subject of etc, etc

Handwriting in italics, the rest is printed (by H.M.S.O.). 
No date of printing, but I'm sure they must update them now and then ...
