Hi Jane,
I've checked my paperwork for this subject and found the following.
I believe Tom Manley was a councillor on the "Llantrisant and Llantwit Fadre Council". This council was taken over by the "Taff Ely Borough Council" in the 1970s. It was then taken into the "Rhondda Cynon Taff County Borough Council" in the 1990s.
Either during the change to Taff Ely or shortly after some of their records were lost due to flooding.
The period you are looking for is the late 1940s into the 1950s.
From a contact I have down in Wales, it is suggested that you write to :-
 Rhondda Cynon Taff County Borough Council,
 The Pavilions,
 Cambrian Park,
 Clydach Vale,
 Rhondda Cynon Taff.
 CF40 2XX.

They may be holding the records.
