Possibly the name has been changed, or the version he/she has is misspelt. In the late 1800s it would have been in the Austro-Hungarian Empire and that could relate to any of a number of modern-day countries.

If more is known about the person, you could try to take into account things like religion, what languages the person spoke/wrote, etc, to try and narrow down the locality.

slavic?

maybe wrong written in the past?  ??? maybe ending - ic before like Sussic and Susic?
there are also similar familynames with some variants specially from the Balcan-states, which are former austrian-hungarian crownlands. i know variants like Susic,Sussic, Sussich, Sussits, Sussitsch, Schuschits, Suschitz, Susitz and so on. some of them are "germanized" and to find outside of slavic regions like also in present Austria. maybe the familyname came about the placename?

so my guess you have to search in Southeast-Europe, for first maybe in Croatia, Bosnia or so.   ::)

From what I read at JewishGen the place name seems to fit a couple of possibilities in Eastern Europe.

But what is the name of the person we are looking for ?
Dawson,    Carruthers,     Lawson,     Robinson,
Elliott,  Keily,  Adams,  Jolly/Jolley,  Wilson,  Hills,  Spearing,  Bowe.

Northumberland and Durham  [Gateshead, Washington,
Newcastle-upon-Tyne]
