Surnames Hull and Blackburn

I am helping colleagues at work with their family trees,most are straight forward however i have a guy from Northern Ireland.

From what i have gathered from reading the odd question is that its very difficult and that you have to visit the archive centre (im in england so that isnt possible)

The details i have are sketchy at best but here goes.Any help will be appreciated

Anne Marie Hull born XXXX her father Robert Hull born XXXX his father was Thomas Hull
Harry Blackburn born XXXX father James Blackburn born Belfast approx 1908 dies 1974...his father was shot by the IRA so may have been Army
