He would be a sailor, and away for 1861 census,  ::)
we don't know his age or birthplace which makes him hard to spot in 1851....

There's a Thomas Broom aged 17 in Topsham, a servant, in 1851, maybe a bit young

If he was away at sea in 1861, and Louisa was a widow in 1871  -   how do we know his name was Thomas ?
