sorry, but those are submitted records, not extracted ones and should be treated with huge suspicion unless you verify them from another source. You'd be better off looking at the transcribed parish records.
I think what the submitter has done has presumed a patronymic style of naming which the IGI in the rest of Wales uses before 1813. However, the IGI classifies Monmouthshire as England.
Some of those baptisms are in the transcriptions I posted the link to earlier with the correct surname of Evans, William's baptism being 1/2/1793 & Nicodemus 27/8/1798 - have a look at jpeg 31 of the baptisms.
The 2 baptisms I've spotted so far to Charles & Ann Francis are Mary 13/11/1793 and Charles 26/8/1798
