uniform recognition

Does anyone recognise this uniform, I think it has an Irish origin.Any help would be greatly appreciated.

Once you've got the image selected, you should be able to post the whole message with the image, the picture is not uploaded separately.  Once you've selected the image, do not hit the preview button.
