Removal Order - help with text please

Hello there

I have a removal order for a Giles Gregory and family from Aspull to Little Lever.  There is a hand written comment on the bottom concerning an appeal.

Could anyone help me decipher it please?

I can't make out the top line.
The next one says ' Set aside on appeal'.

I think I can make out:

  by consent
 setaside on appeal
 15 costs of [---?---]

Not sure about the '15' though.

Could it be 'costs to the Minister'??

I am wondering if it says 'costs of maintenance'.  I  have seen appeals and similar documents in the past where there is an award of maintenance against the 'losing'  Parish, so it might be this.

It is a good suggestion but I don't know when that symbol was introduced.
