Have you tried HALS?.  They have quite a range of Victorian Ordnance Survey maps for sale.

...which are the Alan Godfrey ones I referred to above.  You can order them online from http://www.alangodfreymaps.com/
...but they're better for towns than rural areas.  As Welwyn Garden City was a rural area in Victorian times, you might find Cassini's reprint of the 1" map for Luton & Hertford more helpful - especially as they do a version which has the modern National Grid superimposed on the old map, at 1:50000 scale, allowing you to directly compare the modern OS map with the earlier maps.  For my area they've even got four maps together, showing it in the 1830s, 1890s, 1920s and modern on the same sheet, all at the same scale.

Alas I couldn't find the maps, so I rang Hemel library.  They no longer sell them but the guy I spoke to was pretty sure that they were Alan Godfrey maps.  As Richard has already given the URL I won't repeat it here.

Fantastic next day service from Alan Godfrey Maps.....very interesting although somewhat inconclusive.

Isnt it always the way that the bit you are interested in is probably just adjacent to the map you have and not on it!!

Will look for more maps and get there in the end.
