Would I be right in guessing that the entry below from the Queensland birth index indicates a possible alternative name rather than two children named Raymond with the same reg#?

You would.  ;)
You get double entries when the transcriber is in any doubt about the name. EG; spelling etc.
This happens a lot if you have names with Mac prefixes and such. You would get; MacGregor,  McGregor, both.
