Thanks Jenn,

I think I found the answer I needed.

The following bit from the Archives probably explains why the first sighting of my guy was in 1893...

"In 1893 the property vote was abolished as well as the six month residence requirement, which in effect gave the vote to itinerant workers and shearers ....... "

I was hoping to find that it was compulsory to be on the Roll prior to this time but that wasn't the case.

At least this now means that I don't need to search all the previous years.
