Where was he in 1891?

I'd say he would be pauper - not sure about the classification but he would have been an out worker at the poorhouse. As I read it, he died at the poorhouse rather than definitely  living there before hand

Cant find him in 1891 son Hugh on his own duke street same place as wife died  son also witness on mothers death cert

Could he have left the family home earlier that you thought - it did happen.  I'll have a look see on the census as well - what was his DoB?

he was born 1838clackmannan
 Ive got the family from 1841-1881 census in Clackmannan Im wondering if he took to the drink when wife died
no witness on death cert just undertaker

I can't find him  so far;  using all sorts of weird and wonderful searches   

It could be that he was sleeping rough and didn't get sighted by the enumerator.

I see that he's down as single on the RCE.
