Or...looking into the freebmd there are these births!
June quarter 1921
John J Fowler
mother's surname: Downey   
Toxteth P.  / 8b / 298

Sept quarter 1925
Gladys Fowler
mother's surname: Downey
Liverpool / 8b / 327

which is not to say they didn't come back at some point if this is their lot.
 (Altho there is also a Downey / Fowler marriage 1918 Toxteth Park, Lancs which could also account for these births)

Hi Dennis,
I note a reference to a destination for Ernest as Moose Jaw.
I had and believe still have Fowler family living there.
Your Ernest may not be from my clan, all mine came via Scotland-but
you never know.
My cousin in UK has all the info on Moose Jaw.  Would you like me to enquire.

FOWLER, Ernest of Qu'Appelle Saskatchewan and England.   Born Ripon Lancs in 1882.  Came to Canada prior to WW1, perhaps in 1902.   Served with CEF reaching the rank of RSM in WW1.  Lived Qu'Apelle Sask.  Married Millicient Irene DOWNEY at Winnipeg in July 0f 1920.  No further info known after 1920.
Cheshire/Lancashire - Liverpool Area.  Kelly, Morris, Owen, Downey, Evans.

I expect you have this but here it is anyway
1906 census for Saskatchewan, Ernest is a servant aged 22 in the household of
Mary Yerxa a widow with large family.
His migration date is 1903.
Also there is Charles E Woodstock, servant, aged 21.  Migrated in 1897.
Let you know if anything else crops up.
