http://search.labs.familysearch.org  Can find many Pecor listed under Leeds

Charles Pecor died  Nov 21, 1931  age: 83 years 11 months 10 days
Death Place: Leeds, Leeds, Ontario
b.1848 parents  Louis Pecor &  Louise Rodench

There is also this death Louisa Pecor ( widow)  June 26 1918 age 90 years 4 months 3 days
Death Place: Gananoque, Leeds, Ontario
b. 1828  Coteau De Lac, Que.  father Joseph Roderick

Georgina's middle name was Louise...this is looking promising,
and yes, she is there as Picard in 1901 http://www.automatedgenealogy.com/census/ViewFrame.jsp?id=69781&highlight=43 another son, John born 1867 Ontario

But  is this the couple in 1881 Monguagon, Wayne, Michigan as...hmmmm Pecor 1825
Louis PECOR born 1825  Carpenter he & both parents born Canada
Louisa PECOR born 1829 keeping house, she & " " "
Georgenna PECOR daughter born 1862 Canada....

1891 Frontenac with sons Louis & John...(Louise's age has changed)... so Louis may have died in Canada
http://www.collectionscanada.gc.ca/databases/census-1891/001081-119.02-e.php?person_id_nbr=1465640

Thanks JJ. I'm still a little confused though, on how we (you ) went from Georgina's brother's marriage where mary was listed with a last name of boucher to now it might have been Picar(d) or Pecor.

It was a natural progression  :P  while looking for marriages...oops, yes a smozzle, but will take time to sort it all out.
Was it perhaps a mixup on the transcription? Can anyone look at the actual image? J.J.

The image of Noah's marriage registration shows his mother's name as Mary Boucher.

 Sophia Picard, Bapt. July 1, 1867, B. Apr. 2, Lewis / Louisa Roderick a witness was an illegible Roderick
 on page a different spellings for both surnames... Pickard   Charles Piccard & Lucinda Roderique
 (perhaps a sister to Louisa who married Charles a brother of Louis Picard see below)
more spellings found: Piccard, Picard, Picord, Pecord, Pickard, Pecore , Pecora, Peacor
~~~~
and now may actually be derived from dit name as this site claims parents of Louis  to be "Joseph Noiret dit Picard   and (  Elisabeth Cyre/deSerre   second wife, first wife Angelique Verronneau/Verraneau )
http://freepages.genealogy.rootsweb.ancestry.com/~picard/AlexandreNoiretditPicard.html
http://freepages.genealogy.rootsweb.ancestry.com/~picard/JosephPicard.html
The families on censuses http://freepages.genealogy.rootsweb.ancestry.com/~picard/JosephPicard.html#Louis
Looks to be speculative... but a good start... you'd need to check that all out for yourself once you prove a connection...
Note that if N.Y Elizabeth is the same one then she was was also known as "Elizabeth or Rebecca" surname  Slair, Simar, or Seymour.   This is how it goes when searching some Que. families.. J.J.
