Sorry misread your question, yes as far as I am aware Neil did not leave Scotland.
MacKay (Harris, Western Isles), Royan, Dunbar, Kelly (mainly Morayshire)

Did you find Neil in 1881 and 1891 census? As there is a Neil in Canada but his immigration was 1876 :-\

Added: Ignore that last comment I see him in 1881 with his family in Harris

1891 Neil is in Harris with his brother Murdo.

Hi

Yes I noticed that and as you say both brothers in 1901 but no Neil. I wonder if he was with them and just not transcibed as there are no images on Ancestry to check the originals. Unless he just wasn't counted that night :-\

I looked through all the males born Harris 5 years either side in Scotland census to see if I could see a name that may have been mistranscribed but I wasn't convinced.

I really appreciate all your help with this, maybe I will find him on the 1911 census when it comes out.  I have the images of 1901 -  census Norman is still at home in Harris with his mother and two sisters.  Murdo is living at Little Urchany which is near Cawdor, Nairnshire living with the farmer and his family but no sign of Neil.
