I have been trying to work out the relationship between you and my husband but have been unable to do so. Trouble is that it's one of those 'by marriage' things.
First up, have you skipped a generation? You say that William Henry HOWKINS is your gt.gt.grandfather and that Susan Mary's father was William Henry HOWKINS. Are they one and the same men? If they are, then William Henry must have been your gt.grandfather (a gt. too many).
The other question is, when looking at the 1901 Census for the family Susan is shown as being just 12 years old:

This would have made her only 19 in 1908 when she had presumably already married Percival HILL and had a child. Is this right? Or was your Susan Mary perhaps a sister of the William who was head of the above family in 1901?

Hi, I have just starting seaching my family history in oxfordshire, and Wiliam Henry Howkins is my great great grandfather.
My grandmother, Susan Mary (Howkins) Hill father was William Henry,
Susan moved to Canada with her first daughter Raney, in aprox 1908.
My grandfathers name was Percival Hill, the ymarried in Oxfordshire.
There is little info I have on my great great grandfather,
