The person I am looking for is Charles Stephen Weaver. 

He was in the army in India at the time of Independence in 1947.  He was possibly born about 1918 and this may have been in Barking, Middlesex or possibly in Cheshire.  He was in the army and could have been posted to Cheshire where he married a girl from Chester in 1941.

Any ideas where to start would be very welcome.  Mods please move to the correct board,

However, ascertaining which unit he was with without more info is nearly impossible without his service records. His NoK would be able to apply for those:
