Harriet Frost was born 1876 in Wootton Oxfordshire.

She does not show up on first glance in the census.  I assume you have done an exhaustive search of the 1881 with every possible spelling.   Do you have any idea of her parents or siblings?  How do you know she was born in 1876?  Do you have her birth certificate or a census record?    I think it needs someone with local knowledge to check the parish register for you.

On the 1901 census she is down as Harriott Frost  Wootton Entire.

In 1901 she is with her 23 year old sister Bessie Frost

the only harriet of the right age born in Wootten in the 1881 census is the following one - and she has a sister Elizabeth (Bessie) of the correct age - I would suggest that this family needs looking into further - perhaps mother Elizabeth who was a widow remarried a Mr Frost and the girls took his surname?
