Moore family from Wicklow

my great great grandmother Annie Moore was born In Wicklow in 1852, she married Alexander Barron from Lanark in Scotland, Alexander was a solider bag piper.  I cannot find a marriage certificate and can only guess they married in Scotland or England.  Can anyone tell me how I might get Annie's birth certificate? I have been told a lot of Irish records no longer exist?  I was thrilled to discover I had Irish roots and oddly enough a lot of my friends are Irish and I have been told on a few occasions I have Irish smiling eyes! Well if anyone can help I would be extremely grateful

In this case it's a matter of the records simply didn't exist in the first place. Civil registration of births in Ireland started in 1864 so there will be no birth certificates before that date.
Civil registration of Catholic marriages also began in 1864 but registration of other marriages started in 1845. Index to civil registration can be searched online (free)- look for bride and groom separately then cross-reference results to get a match.
