I just checked through Piece RG9/1907 - which is 300-odd pages  of Stafford and couldn't find your Scully family anywhere.  Some of the pages were written by the enumerator from hell of course, but I'm pretty sure I didn't miss them. :(
Sorry it's not what you wanted to hear...
RATCLIFFE, BARLOW, BERESFORD, BLOOR, BYATT, DAKIN, KENT, LEES, MORTON, NORCLIFFE, OAKS, OSBORNE, PARKS, RICHARDSON, ROBINSON, SORTON, WETTON, WARRINGTON, WATTS, WOOD, WOLVERSCROFT (all from the Staffordshire Moorlands) - and specific interest in anyone who at any time lived in or around the village of ALTON

Hiya June

Just out of interest have you found them in the 1871 census? I looked but couldn't find them under Stafford

Hi June

When and where was Jess born? And do you know where his parents were born? What year did Jess marry?
Answers to these questions might help in finding the right people.

Many Thanks
TF

jess scully was born on 17/3/1864 in Stafford in middle row which was a slum dwelling someone has just e.mailed me to tell me who is doing some research into the immigrant Irish of Stafford he says that Patrick Jesse's father probably only stayed in stafford a short while, and then moved on but to where in 1883 Jess married Annie Burgees in Eccles but I still can't find out where Patrick was during 1871 census or 1881 the only Patrick who I can find who couldbe him is a Patrick Walsall foreign on 1881 and 1891

Hi June

I've tried to find Jesse, I found him in the 1901 census with Annie and the children but can't find him anywhere else.  However, you said he was born in Stafford but on the census it states he was born in HANLEY.  Hanley is in Stoke on Trent, not far from Stafford but 2 completely different areas.

Sorry I couldn't be more helpful.
