Is it possible that Mary is Millicent's sister b 1857 and she's knocked ten years off her age?  Both give pob as Clapham.  Just a thought.

Looking at the image for 1891, it's possible that Mary's age is 34, not 24....

Still reading through all this but when I got to household in 1871 census I wondered if Mary is Millicent's sister rather than daughter. In 1891 census Mary's age give as 24 (husband David Cole is 26) which is c1867. However, 10 years later in 1901 David Cole is 36 and wife Mary is 43 (I have question mark next to this) which is c1858- and this fits with Mary's age in 1871 census!!!
Away sorting out DNA matches... I may be gone for some time many years!

Looks like she was Millicent Junior's sister and Millicent Senior's daughter!

It's certainly looking as though Millicent Hart Potter is Mary's sister not mother. Perhaps Millicent never married and that's why Mary (Potter) Cole's family now have Millicent's Bible.
Am off to do more investigating after I go to the shop but again many thanks to you both.

Found Potters in 1881- Gogmore Lane, Chertsey, Surrey:
William Potter, 68, Old Newton Suffolk, jobbing gardener
wife Melicent Potter, 59, Stowmarket Suffolk
daughter Mary Potter, 24, Clapham Surrey, dressmaker

Also death in 1895 for a Melicent Potter age 74 in Chertsey district which is probably William's wife.

From online family trees, etc. it looks as though Joseph ELAM m.1 Ann Craig and had at least 4 children. He married 2nd in 1880 Maria Potter and had Elizabeth Mary Beatrice (1882), Joseph William d. (1882), James Montague (1884) and possibly Ada Millicent (1887) and Hannah Maria (1882).

Again, many thanks for such quick work. Will mark this as complete and continue searching for Potter family connections.  :)
