Ellen Frail Wife M 40yrs b. Ireland
Sarah McLoughlin Step-dau U 15yrs Starch worker b. Port Glasgow, Renfrew
Maggie McLoughlin Step-dau 13yrs Starch worker b. Greenock, Renfrew
Bella McLoughlin Step-dau 11yrs Scholar b. Greenock, Renfrew
Theresa McLoughlin Step-dau 8yrs Scholar b. Greenock, Renfrew
Mary McLoughlin Step-dau 6yrs Scholar b. Greenock, Renfrew

Is this possibly the family you are searching for? In Scotland Helen is often put as Ellen - in fact in England too  Is it possible that she remarried a Mr Patrick Frail after Philip McLoughlin died perhaps? The only other Sarah McLoughlin under 30 in the 1891 census was aged 30 at Glasgow (Bridgetown) Lanark.

You can probably look at the 1881 census for Greenock, Renfrew on www.scotlandspeople.gov.uk and get some good information - as I see that the youngest McLoughlin child is under 10yrs old suggesting that the first husband was alive for the 1881 census. You might just find that information that you are after
