Thanks all for your help.  Yes jim1212, the 1891 entry you have is correct.  I hadn't thought of Robins instead of Hobbins.  I shall have a deeper look at all the other entries mentioned later and get back to you then.  She was definitely Annie Hobbins on 19 May 1900 on her marriage certificate, aged 28, father Peter Hobbins, Labourer.

I've had a good look at all the census info suggested from you all and have come up with the following picture -

1861 family name is ROBINS
1871 family name is ROBINS
1881 family name is ROBINSON
1891 family name is HOBBINS
1901 family name is HOBBINS (father Peter and mother Mary are living with their daughter Mary and husband John Bullock in Worcester)

The GRO birth registrations for all the children of Peter & Mary are -

Lucy ROBINSON (b 1856, d 1863), W Bromwich
John ROBINSON, b 1858 Dudley
Mary ROBINSON, b 1860 Alcester or Dudley
William ROBINSON, b 1865 Worcester
Henry George ROBINS, 1865, Worcester
Henry ROBINSON, 1864, Worcester
Annie Josephine ROBINS, 1870, Worcester
Emily ROBINSON, 1873, Worcester
George ROBINSON, 1876, Worcester

I have checked all the GRO registrations for both Robins and Robinson and Robinson seems to fit.  I have come to the conclusion that errors have been made in the census returns (handwriting etc.)

If anyone has any other ideas I would be grateful to hear them.
