1911 look up

 I was searching the 1911 census and came up with my ggrandparents they gave my ggrandfather name also the name waterford on one side on the other side was my ggrandmother they had her down waterford county am i to take it that she came from outside of waterford.

I presume that if she entered 'Waterford county, and was living in the city that they probably meant she was born outside the city somewhere.

Many Dublin people did the much the same and entered 'Dublin City' or 'Co. Dublin' to indicate their place of birth
