Ok so we have in the 1891 census Thomas jnr aged 4,,,so he wasn`t born c1882...more like 1886...how about

Thomas Whitelaw b Dec Qtr 1886 Liverpool 8b 6 on freebmd..
On Lancashirebmd
Thomas Whitelaw /Margaret Orrell 1905 Liverpool Our Lady &St Nicholas & St Anne ref 2053LP/91/204

so the birth  cert would suggest that Thomas Whitelaw was in fact only 19 when he married Margaret...not of age ???...maybe he lied about his age for this reason????....also I cannot find this marriage on freebmd , so..if they married BEFORE Dec Qtr 1905 Thomas would in fact have only been 18.. :-[
....allan
ADDED
I can`t find a death to match Thomas Whitelaw b 1886 agewise on freebmd....there is however on CWGC only one possible for WW1

Private Thomas Whitelaw 3rd Dragoon Guards Prince of Wales Own...service number 6024...died 2nd June 1916......allan

Might this be Margaret in 1911?

20 Bala St Bootle Lancashire
RG14PN22425 RG78PN1322 RD455 SD5 ED19 SN151

WORRALL, Robert H Head Married M 24 1887 Carter  Lancs Kirkdale
WORRALL, Agnes Wife Married 3 years F 24 1887  Lancs Gt Crosby
WHITELAW, Margaret Sister In Law Married 6 years F 29 1882  Lancs Gt Crosby
WHITELAW, Florence Visitor Niece  F 5 1906  Lancs Walton
WHITELAW, Margaret Mary Visitor Niece  F 4 1907  Lancs Liverpool

The marriage date is right, and it implies that Thomas was still alive then.
