i think a quick search of the shipping lists to Aus for any of the surnames listed in 1890 hoping they didnt travel as Ellen Ingram did in disguise or under an alias
so looking for
George Cullmer, Trew, Capsey, Loveday, Ingram and Mrs Wheeler.

was it Fred Culmer who went to Aus i see he wasnt charged

Alfred Cullmer was born 1835ish
The child of Edward Cullmer and we think Annie Gardener Cole – certainly there was a marriage for Ed & AGC  EDWARD CULLMER     m Annie Gardner Cole 19 Apr 1830 All Souls St Marylebone – but we cant find Alfreds actual bp.
Ed & AGC had 2 children George Isaac & Annie Susan – there is also an older child Mary again we cant find a bp. for her and is  Edward just old enough to be her father ?

In 1860 Alfred was residing at 7 Hatfield Rd, when he ‘kidnapped’ young Emily Blackshaw and they lived as man and wife – Mary had already left Alfred by this time.
Alf snr should be in custody in 1861

In 1871 Jaywit found Mary Coleman with children Alfred & Rose – possibly Mary nee Hale
In 1871 Alfred was living with Ellen Wheeler jnr she was calling herself Ellen Cullmer and there were 2 children present George Cullmer b. 1866 & Frederick Cullmer b. 1867
(Who is the mother of George & Fred ? Mary had already left & Ellen I don’t think she was present because she had her child Sydney in 1870 and seemed to leave him with her mother )
