Microfiche are very different from the rolls of microfilm.  As a couple of people said, every LDS center I have been to (several) order copies of them on request and keep them on file after obtained.  They are cheap (35 cents per sheet US).  Many libraries have the capability to make "fiche to fiche" copies.  Rolls of microfilm are what are only sent on loan, since they are much more difficult to copy and store.
