McRitchie at Hartlepool

I am trying to establish when John McRitchie and his wife Mary moved from Scotland to Hartlepool, he was a chemical work labourer and worked at ICI.
I know he is in Scotland in 1926 and is Hartlepool by 1936.
How could I check the electorial rolls for that time (are they on line as I live in Scotland)
