I don't know much about her except she was born about 1872 in Consett, Durham. In the 1881 British Census she's living with Mary Simpson who is her G/mother. I'm pretty sure she's in the 1901 British Census.

I don't think it's Frances - she'd only be 13 when Isabella was born - maybe you'd be better getting Isabella's birth certificate.
