electoral rolls victoria - COMPLETED

I am a member of ancestry.com.au and am trying to look up the electoral roll for george owen Anthony 1949 or 1954 for Ballarat Victoria, but for some reason it won't let me unless I pay extra money. I have been able to do it before. Can anyone help me?

checked all that, have now sent a message to ancestry.com 3 days ago but they have not answered yet. thought someone on this site might have access.
