1891 Census - missing pieces?

Does anyone know whether there are missing pieces in the Ponypool area in the 1891 census.  I am unable to find at least 3 households. admittedly related. who were in the area in 1881 and barring those who died in the interim in the same area in 1901.  The area concerned seems to be Goytrey and Mamhilad.  I have checked on findmypast and there is no indication of missing pieces but I wondered whether anyone else has had similar problems tracing people in this area from 1881 through 1891 and then 1901.

search the Nat Archives catalogue:

use RG12 in the Dept or Series box  (or just RG will work, if you qualify with a year in the Date box above)
