'Borough' of Thornbury

Baptisms and Marriages in Thornbury on Scribes Alcove sometimes give the place of birth/living as 'Borough'.  Does this mean the Borough of Thornbury or is it a separate place?

Have a wander around the 100 or so year old map of Thornbury and surrounds via http://www.old-maps.co.uk/index.htm  .   You will find it fascinating besides seeing small Hamlets such as Morton, Wellfield and Kington within the parish.

In the Kingstanley burials (see the resources index if interested) many of the burial register's entries are also in "Borough" so it seems fairly certain that Thornbury borough means what you suspect and on the map you'll find no mention of a borough area.
