My guess would be Royal Artillery: not so much a relationship, more a way of life!!

Hi

The scan actually says for James CALLAGHAN   'R Artly Hd  of F'
and this is repeated for other heads of household on the page, so this must be an army camp and 'F' is probably 'family'   The rest get it in their relationship column because it's 'dittoed'.

It says that they are at the Military Barracks Garrison Sheerness, at Minster in Sheppey, kent.
