I am looking for the marriage of thomas downes born in mordiford 1816 a tailor to elizabeth williams b overmonnow monmouth 1814 their children were christened in overmonnow and they lived in Hereford and Birmingham 1830 - 1840

Unless the name was misspelled, they are not in the Welsh Marriage Bonds Index -1837. You could try looking for the marriage bonds in the diocese for Birmingham, whatever that may be.

Another source may be FindMyPast, which I think has some parish register transcripts for the county of Monmouth. Beyond that, you are left looking though each parish individually. There is also the pos. that the marriage record is lost/destroyed.

Dates don't add up if Thomas was only born in 1816 and Elizabeth 1814

Carol the first child was born 1837 in Hereford.

John, 8, born Birmingham

Isaac JONES, 36, Lodger, born Birmingham

I cant find them together in 1841 but this seems to fit;

Elizabeth DOWNES, 25, Laundress, No
Sarah, 3, No
Thomas, 2, Yes

All the christenings of the children on the IGI are submitted.

They could have married in Hereford or anywhere.
Did you get her maiden name from one of the childrens birth certs?
