You will find either monied people &/or people of more mature years marrying by licence.  As Ann was a widow, they may have wanted a discreet ceremony.  If they married by banns the world and his wife would know, and very probably turn up at the church.

With banns they had to be read 3 Sundays in the parish(es) of the bride and groom.  A fee had to be paid with a licence and the marriage could take place immediately.  You said special licence, which I believe is different again and is issued by a higher authority rather than the vicar.
